The Chair of the Budget Committee has advised the City Clerk of the rescheduling of the following
meetings under s. 27-34 of the Council Procedures.
The meeting of the Budget Committee originally scheduled for December 8, 2011 to hear public
deputations on the 2012 Capital and Operating Budgets has been rescheduled to Wednesday,
December 7 at 9:30 a.m.
The meeting originally scheduled for December 7, 2011 to hear from City Councillors is cancelled
and will be combined with the Budget Review meeting on December 2, 5 and 6, 2011. Councillors
may attend these sessions, question staff and address the Committee on all aspects of the Budget to
be considered on those days.
The Chair of the Budget Committee has indicated that he intends to propose procedural motions that
will give effect to the following:
1. Only persons who have preregistered to speak by 4:00 p.m. on December 6, 2011 will be
allowed to address the Budget Committee.
2. The meeting on December 7, 2011 will recess at 9:30 p.m. and, if necessary, will reconvene
at 9:30 a.m. on December 8, 2011 to hear any deputants remaining on the speakers list.
3. The public hearing session of the Budget Committee will adjourn by 9:30 p.m. on
December 8, 2011. No additional time will be allocated for public deputations.
4. To ensure that the Budget Committee hears from the maximum number of people, a motion
may be made to reduce the speaking and question times for the public and Members of
Council.

Notice to people writing or making presentations to the Budget Committee: The City of Toronto Act,
2006 and the City of Toronto Municipal Code authorize the City of Toronto to collect any personal
information in your communication or presentation to City Council or its committees.
The City collects this information to enable it to make informed decisions on the relevant issue(s). If you are
submitting letters, faxes, e-mails, presentations or other communications to the City, you should be aware
that your name and the fact that you communicated with the City will become part of the public record and
will appear on the City’s website. The City will also make your communication and any personal information
in it – such as your postal address, telephone number or e-mail address – available to the public, unless you
expressly request the City to remove it.
The City videotapes committee and community council meetings. If you make a presentation to a committee
or community council, the City will be videotaping you and City staff may make the video tapes available to
the public.
If you want to learn more about why and how the City collects your information, write to the City Clerk’s
Office, City Hall, 100 Queen Street West, Toronto ON M5H 2N2 or by calling 416-392-7340.
Closed Meeting Requirements: If the Budget Committee wants to meet in closed session (privately), a
member of the committee must make a motion to do so and give the reason why the Committee has to meet
privately. (City of Toronto Act, 2006)

The City is proposing to withdraw funding from the pool at Frankland CC., as well as 6 other TDSB pools at Bedford Park CC, Gordon A. Brown MS, Hillcrest CC, Runnymede CI, S.H. Armstrong CRC and Sir Wilfred Laurier CI. I am very concerned about this.

I am absolutely shocked that this announcement would be made without any prior consultation with the City’s community partners, the Toronto District School Board or the Toronto Lands Corporation (TPL) which currently manages TDSB pools.

Closing down pools and eliminating recreation programming in community centres makes no sense. The rationale that these pools were selected based on low annual visits doesn’t hold water. The Frankland pool is busy from morning till night; it features lessons for younger children and plays a vital role in the lives of hundreds of families in our community.

I am committed to fighting this with you. I am monitoring the situation very closely and working with the Parent Councils, the Aquatic Working Group, Trustee Cathy Dandy and TPL Chair, David Crombie. By working together we will develop a winning strategy to save these pools and much needed swimming programs.

I will keep you informed of any meetings and be happy to attend any that the community sets up. Hopefully the Aquatic Working Group meeting on December 15th will be about these proposed closures.

The City’s Budget Committee is meeting on December 7th and 8th and will hear deputations. You must register by 4pm on Tuesday December 6 if you wish to speak. You can also send a letter to the Budget Committee. The contact for both is Merle MacDonald, at buc@toronto.ca or 416-392-7340.

These closures will be reviewed and discussed at Budget Committee, Executive Committee and by City Council. The budget will not be finalized until City Council approves it at its meeting on January 17, 18 and 19, 2012 and changes may occur during that time.

Full details on the City’s Parks, Forestry and Recreation budget are posted here: http://www.toronto.ca/budget2012/pdf/op12_an_pfr.pdf

Full details on the City’s 2012 Budget are posted on the City’s website at http://www.toronto.ca/budget2012.

Let’s work together to save our pools. Please email me at councillor_fletcher@toronto.ca to add your voice to the list of support for Frankland and the other 6 TDSB pools.

Thank you,

Earlier this year, a number of residents attended the first two community meetings with Urbancorp, the builder wanting to re-develop the former St. Ann’s school site. Urbancorp has made a number of changes in height, design, form and density based on the feedback from residents and city staff.

During the summer, I had asked our Forestry staff to investigate the number of protected trees being proposed for removal. Urbancorp now has a new plan based on the feedback from Urban Forestry and residents.

I hope you are able to attend this next meeting on this development to see and hear directly from Urbancorp on these changes to their application.
